Yes, the doctors I work for say the Refresh brand artificial tears can be used with or without contacts, even though the bottle may not say so.
They tell the patients to use the drops even if they don't feel they need them: if your eyes feel dry/irritated, then you've waited too long to use them.
With other artificial tears, the drs say you can use the Artificial Tears for Contact Wearers in your eyes even if you don't wear contacts, but if you wear contacts, you should not use the Artificial Tears for Non Contact Wearers.
